6 File declaration for intra-Community trade statistics

The IDEV file declaration for intra-Community trade statistics permits a simple upload of declaration files in the INSTAT/XML-format (.XML extension) and declaration files compiled by means of the IDES Intra-Community Trade Data Capture Software (.WCR extension).

Using the report history provided for File declarations for intra-Community trade statistics, you can cancel or replace files you have already transmitted (see chapter 5.2).

How to proceed

  • Select the relevant declaration file from the directory and enter the relevant reference period.

With the button "Send" the file is transmitted in encrypted form. After successful transmission, you will receive a transmission report.

  • After successful transmission, you will receive a transmission report. To compile another declaration, use the button "New". Via the "Leave form" button, the form processing can be terminated and the form will be exited.

  • To compile another declaration, use the button "New". Via the "Leave form" button, the form processing can be terminated and the form will be exited.

Test files also have to send under "File declaration for intra-Community trade statistics" in IDEV. If you have no access data, a previous registration on the IDEV homepage www-idev.destatis.de under "register online - Intrahandel" is required.

Here (only in the German language), software providers have the opportunity to send files in the INSTAT/XML-format exclusively for test purposes to the Federal Statistical Office. They will need neither a user identification and password to upload the test files. Before the transmission the syntax and the semantics of the file must be checked. Please note that the files sent in this form cannot be further processed or transmitted for further processing.

If test files contain information from a real existing company, we are required to send logs with individual data to the company concerned.

Test files in the DatML/RAW-format must be send about the central data input from  eSTATISTIK.core under https://core.estatistik.de/core/  (only in the German language). For that .Core-ID and .Core-password are needed. If the access data are not present, you must request this data under https://core.estatistik.de/core/registrierung  (only in the German language).

Due to the mandatory information of the VAT identification number of the EU trading partner and the country of origin of the goods in direction dispatch from  January 1, 2022 and reasons of standardization, it's not possible to submit file reports in ASCII format beyond the year 2021. New applications for reporting in ASCII format will therefore no longer be approved!

For users who currently submit their data in ASCII format, we recommend switching to the XML formats approved in intra-Community trade statistics INSTAT/XML and DatML/RAW. There is also the option of importing the data in CSV format. More information on this are available in chapter 9.4 "Fragen zur Ablösung des ASCII-Formats" only of the German help pages https://www-idev.destatis.de/idev/doc/intra/hilfe.html and in the respective chapters at this help page.

The sending of declarations via e-mail is not permitted for privacy reasons. Basically, files sent in this way are not checked or further processed by us!

If you have any questions about uploading test files, please contact us by e-mail to idev-intrahandel(at)destatis.de
